Creating a website using the Hugo Tikva theme and Bootstrap-4 for a seamless and modern design

Embarking on a complete overhaul of my company's website, I've decided to utilize the Hugo framework and Bootstrap for the revamp. While web development isn't my expertise, I'm in need of guidance on how to effectively leverage a Hugo theme (Tikva) and Bootstrap to achieve the desired appearance of the site. Since its inception in 1993, my site has relied solely on html and css, but now it's time to introduce modern features like responsive design, a blog, and search functionality.

All of the revised content, images, and menu items are in place, but I'm facing a challenge - despite having the Bootstrap quick start set up, the site doesn't quite render as expected when loaded locally using 'hugo server.'

Should my focus be on tweaking the Hugo theme or delving deeper into Bootstrap? That's the question weighing on my mind as I strive to bring my vision to life.

Applying my typical methodology, I tackled the website just like I would a Python, R, or SQL program—streamlining it to focus solely on the index page and diving into the config.toml. I have achieved progress and am committed to moving forward.
