Some browsers support the following code, but it's not working in IE:
Desired outcome: Initially, a blue div covers an image... when the mouse hovers over any part of the image, the entire image comes forward (in front of the blue div).

Any thoughts? Suggestions? Trying to avoid using Javascript for this.
