Toggler and Dropdown malfunctioning

I'm currently learning how to utilize Bootstrap, but I'm having trouble getting the Toggler and Dropdown features to expand. I can't figure out if I'm making a mistake somewhere.

Below is the snippet of code for the navbar (It's a partial, written in Handlebars).

In order to enable the functionality of toggler and dropdowns, it is necessary to include the bootstrap.js file as well.
