Steps for designing an animated background element

Hey there, I'm a newcomer here and I have a question that I couldn't find the right place to ask. I am currently working on creating my new portfolio website and I would like to add a moving cloud effect in the background. The idea is for the cloud to move from left to right in the top left corner of the screen and wrap around the website when it reaches the edge. Can anyone guide me on how to achieve this?

My website is built on WordPress and I am using HTML5, JS, PHP, and CSS3. I attempted to use the css3 @keyframes class to animate the cloud, but unfortunately, it did not work as expected.
