Support for the svg tag starts with IE9 and newer versions (check here). You can easily create a simple cross using two paths, as demonstrated in this JSFiddle example.
If you need to cater to older versions of Internet Explorer prior to IE9, VML is the way to go. Keep in mind that this technology is only compatible with Internet Explorer. Although I don't have access to Internet Explorer at the moment, creating a cross using VML would involve code similar to the following:
