The Chrome developer tools' element inspector doesn't always match up with the element as it

While inspecting the following navbar in Chrome's element inspector, it appears that the highlighted elements are not rendering where they should be. What is causing this discrepancy?

This issue only occurs on Chrome for Linux and Windows systems. Firefox does not display the same problem.

After some research, I discovered that #DIV_5 { display: -webkit-box; } (the root of the issue) is actually a precursor to display: flex;. It includes the -webkit- prefix, making it specific to Chrome browsers. It appears to be attempting to utilize an older specification, which conflicts with #DIV_6 { float: left; } and causes even the inspector to malfunction.
