Issues with CSS overlays arise when attempting to display a welcome page on top of a flash component

Can anyone help with fixing the issue of my overlay being hidden behind the flash element? The blue bar with the 'Continue' button still shows up on top. I need some CSS changes to make sure that the overlay appears above everything else below it. The background is loaded through an iframe. Thanks for any assistance.

I am unable to add wmode="transparent" to the embed tag as I don't have control over the page loaded in the iframe.

From what I understand, in order for this to function correctly, you must specify the wmode of the Flash player as "transparent". Additionally, your CSS should include something similar to:

#popup-container {
    position: relative;
    z-index: 1;
}

#flash-content {
    position: absolute;
    z-index: 0;
}

In essence, the z-index attribute must have a value lower than that of the popup container.
