How can I target and manipulate my browser's scrollbar with jQuery?

I need assistance with creating a sidebar that expands and collapses upon clicking from the right side of a page. I am looking to find the z-index of the scrollbar so that I can adjust it accordingly. My goal is to have the expanded sidebar nested underneath the scrollbar. Any suggestions or solutions would be greatly appreciated. Thank you.

Unfortunately, the scrollbar is considered part of the browser's chrome and not accessible through traditional means. A workaround would be to manually set the height of the body element and hide overflow to avoid displaying the scrollbar.
