Having trouble understanding the odd behavior in IE7. Suddenly seeing a scrollbar appear when hovering

The webpage layout I am currently experiencing issues with can be found at the following link:

When viewing this page in ie7 or ie8 Compatibility View mode, a strange horizontal scrollbar appears whenever I hover over one of the menu items. It seems that when hovering over a menu item, it gains 2 pixels in height and its top margin becomes -2px, causing the unexpected appearance of the scrollbar.

I have attempted to troubleshoot by adding colored borders around the ul, li, and a tags to identify any elements that may be larger than expected, but so far I have not found anything out of the ordinary. Any suggestions for why this issue is occurring?

Unable to pinpoint the exact cause of the issue, but I can suggest that changing your #main #header ul li a elements from display:block to display:inline-block resolves the problem. Initially, I suspected it could be related to IE's Negative Margin Bug, but this shouldn't be affecting IE8. It may be due to the quirky nature of IE8's compatibility mode engine - after all, it's IE we're talking about, where everything seems to be topsy-turvy.
