Instead of relying on the cookie for language settings, a simpler approach is to define the language in the HTML and utilize it in your CSS.
For example, in Sitecore you can set something like this in your Layout:

Then in your CSS, you can do something similar to this:
p:lang(en) {
font-family: "Times New Roman", Times, serif;
}
p:lang(ja) {
