I am struggling to make my main content div extend to full height, whereas the other container can reach full height without issues.
The page I am attempting to stretch downward is located at the URL above, and the problematic div is called inner.

Eliminate
height: auto !important
removing this line of code from the #outer container div should resolve the problem.
This action is expected to correct the issue.
Give this a shot
#content {
margin-top: 20%;
width:700px;
overflow:auto;
}
However, I believe the content area should adjust based on the amount of content.

Your outer div has a glitch that needs fixing. The height is currently set as a percentage, but it should be in pixels. Here's what you can do:
height: 900px;
If I understand correctly, you are looking to set the maximum height:
div {
max-height: 100%;
}
