Do browsers load from top to bottom or bottom to top?

I once heard conflicting information about whether a browser loads from top to bottom or from bottom to top. Another question was raised about whether a CSS file reads from the bottom to the top. I found myself wondering when someone asked me this question, and I confidently stated that a browser actually loads from bottom to top. However, now I'm questioning if I confused it with CSS, which may read in that manner. Despite searching on Google, I couldn't find any definitive answer.

Confusion often arises between loading and rendering. When a webpage is loaded, the browser processes it from top to bottom in a sequential fashion similar to any other program. Moreover, styles are loaded and parsed in the same manner.

Due to this process, browsers typically render as they go, although on most websites and internet connections, this occurs seamlessly (appearing as if the entire page renders at once). Styles are applied after the main HTML content has been rendered, which can result in elements (and fonts) changing slightly after the initial view of the page.
