If your CSS file contains any non-ASCII text, it may not be necessary but it is recommended to include the @charset rule.
According to a source found at http://www.w3.org/International/questions/qa-css-charset.en.php#atcharset:
@charset "<IANA-defined-charset-name>";
The @charset rule should be the very first rule in an external style sheet and only one instance is allowed. It should not be preceded by any characters, even comments. (A byte-order mark is acceptable for Unicode-encoded documents.)
