Is there a way to display lines in a text-area to give it the appearance of a notepad? I only have one text-area available. See the example notepad below for reference.

How about trying this out:
To summarize: you can achieve the notebook or notepad look by setting a background-image
and matching the line-height
with that of the image.
To achieve this effect using CSS, you can style your textarea element as shown below:
textarea#custom-area {
width: 250px;
height: 350px;
padding: 10px;
line-height: 25px;
background: #f0f0f0 url("https://example.com/image.jpg") no-repeat center;
}
Take a look at the demo here.
Let's kickstart this for you:
HTML
<textarea class="content">enter text here</textarea>
CSS
.content {
background: url(https://i.sstatic.net/UfzKa.jpg);
height: 550px;
width: 400px;
line-height: 25px;
padding-top: 100px;
padding-left: 80px;
}
Check out the demo http://jsfiddle.net/abcdefghijk/5/
Give this one a shot too
<style type="text/css>
textarea {
background: url(/source/notebook.png) repeat-y;
width: 600px;
height: 300px;
font: normal 14px verdana;
line-height: 25px;
padding: 2px 10px;
border: solid 1px #ddd;
}
</style>
