What is the inner workings of CSS?

I'm curious about the inner workings of CSS. Does the HTML get interpreted before CSS, or vice versa? Or does it all apply as soon as the browser has constructed the DOM? I would appreciate a detailed explanation on this topic.

HTML pages are parsed in the order they are constructed. When CSS is parsed before elements are laid out on the page, those elements with styles specified in the CSS will be immediately styled. This is why it is recommended to load CSS in the <head> section - before the body content is rendered.

If CSS is loaded late, then elements will initially appear unstyled until their respective styles are parsed. This phenomenon is referred to as "FUOC" or "Flash Of Unstyled Content."
