By setting default style sheets in browsers, the body tag acts as the parent for all visual elements, which is why margins are typically set on the body element rather than the HTML element.
These default styles are implemented for accessibility purposes. In the event that a web user opts not to load custom CSS, the content should still be presented in a readable manner.
This practice is outlined in the W3C specifications.
