What could be the reason for my Bootstrap popover malfunctioning?

I've been attempting to incorporate the Bootstrap popover into my project. I copied the code exactly from the example provided on the website, but unfortunately, it doesn't seem to be functioning properly on my site. Below is the full code snippet that I used, and I also created a jsfiddle demo here.

I have tried placing it within a bootstrap container as well as within rows and columns, but all my attempts have been unsuccessful.

Is there anyone who can help me figure out why the fiddle isn't working as expected? Any suggestions or tips are highly appreciated!
