Unyielding Navbar refuses to shrink

I am currently building a basic website using Bootstrap, but I am facing an issue with the responsiveness of the navbar. Despite following standard practices and setting the data-target correctly, clicking the button does not trigger any action. Here is the link to my code snippet.

The code you provided contained a typo, using collaspe instead of collapse in the data-toggle attribute.

Perhaps utilizing the wrapper element

<div class="d-flex toggled" id="wrapper">

and including a script similar to this
