Tips for adding a numerical prefix to each line when the textarea is in editable mode

After conducting extensive research on Google, I have been unable to find a satisfactory solution. What I am aiming for is similar to the concept illustrated in this image:

I should mention that my current technology stack includes Angular, HTML 5 and CSS 3. While I did come across a jQuery library/plugin that could potentially work, I am curious if there might be a way to achieve this without relying on jQuery with my existing technologies.
