Optimizing web design with Chrome's developer tools for varying screen resolutions

Recently, I was working on a responsive website and encountered an issue that I can't quite pinpoint. When using the Chrome website developer tool to resize the screen to a smartphone resolution, I noticed some strange behavior at times. It's hard to describe exactly, but for example, when I select the moto g4 resolution, it displays like this: https://i.sstatic.net/B9FDL.jpg

However, after several page refreshes, I noticed that the content appears differently, like this: https://i.sstatic.net/Sz7sZ.jpg

I haven't made any changes to the configuration, and the resolution and zoom percentage are consistent. It's puzzling and frustrating, especially when trying to design responsively. Any assistance would be greatly appreciated :)

Your approach to responsiveness may be causing the issue. Did you start designing for mobile or web first? Did you accurately document your media queries? Did you focus on max width or min width when scaling? It seems that the problem lies within your media queries, but further investigation is needed.
