Could you clarify if there is a distinction between writing

padding:.6em

and

 padding:0.6em; 

and if they have the same value, why not just use

 padding:0.6em;

?

It's all the same. Omitting the leading 0 saves one byte for those concerned about file size, but some find including it slightly easier to read.

They are practically identical.

Whether you use .6 or 0.6, there is no discernible difference in the final result.
