I'm trying to create a left and right nav bar that extends to 100% height, essentially reaching the end of the page. There are three floated columns inside a floated container that stretches to 100% height, but I'm struggling to get the child elements to stretch...

To achieve this, you can adjust the position of the parent div container to relative by using the following code:
#container {
position: relative;
}
Next, make the desired div 100% height and position it absolutely with the following code:
#inner {
height: 100%;
position: absolute;
}
This is how I implemented it, I hope I didn't overlook anything :)
Dealing with a similar issue in the past. Give this a shot:
html{
height:100%;
}
Confirm that the parent div has a defined height and the div itself is also set to height:100%;
