The bottom bar remains fixed to the screen no matter how you scroll.

There is likely a margin-bottom/padding-bottom on the content to ensure proper spacing and it is set with a higher z-index than the footer.

As you continue scrolling down, the content will finish and reveal the persistent footer that has been anchored to the bottom of your window all along.

Surprisingly simple, no need for JavaScript, only CSS. The footer is positioned at the bottom of the page with a lower z-index than a sibling div named #wrapper. By adding margin-bottom: 240px; to #wrapper, the page continues scrolling into this empty space to unveil the footer. A clever technique!
