Can a CSS border be applied to an `HTML Image map`?
I'm not sure if there is a universal CSS solution for all browsers, but you can achieve the desired effect with this jQuery plugin:
jQuery MapHilight
If you set alwaysOn:true, the plugin can display the border without requiring hover, as demonstrated in the first example on the linked page (the black section is created using the plugin).
Two options to consider:
1 - Surround your image with a div and add a border to it.
2 - Create your image map using divs and CSS background images
