I've observed that when I write in Google Docs, I get smart quotes. However, when I create contenteditable divs on my own, I only see dumb quotes.
Is there a way to make my contenteditable divs display smart quotes instead of dumb quotes?

What do you mean by 'content area' exactly?
Are you referring to the textarea
on Stack Overflow where you type your answer?
Or is it what you see after posting the answer?
Or maybe any div with the property 'contenteditable'?
In any case, I wouldn't be too happy if my carefully crafted quotes were automatically changed to those pesky curly/smart quotes (in my opinion as a coder). So, I assume Google Docs probably replaces them for you (similar to Word) and I bet there's an option to disable it in Google Docs.
To disable smart quotes in Google Docs, simply click on "Preferences" under the "Tools" menu while in an open document, then uncheck "Use Smart Quotes".
If you want this feature in your project:
Consider using JavaScript on the client-side (and possibly a preview function like on SO) to show users how their input will appear without disrupting their typing experience. This way, you avoid cursor jumping issues and other potential complications.
EDIT: I emphasized the word 'replace' again in light of the updated question.
