Flowing vertically and horizontally while adjusting line height within the <small> HTML tag

While working on the typography for my new website, I encountered an unusual issue with the <small> tag. It seems to be messing up the line-height, unlike other elements like heading tags and paragraphs.

My question is, where is this unexpected extra line-height coming from and how can I fix it?

I'm currently using rem units, so please note that this may not work on IE8 and older versions. My browser is Firefox 19.0.

By adjusting the line-height to a decimal value without a unit, the problem appears to be resolved:

An alternative solution is to set display:block, although this may not be the most optimal fix.
