CSS appears distorted with unusual symbols

When I open my index.html and global.css files in Coda, Textmate, or other text editors, everything appears fine. However, when I try to view them in Firefox, the index.html file loads the CSS from the correct path but it doesn't seem to take effect. Upon inspecting the CSS code in Firefox, I see strange characters like;

The CSS still doesn't work despite troubleshooting efforts. Do you have any insight into what might be causing this issue?

I've even tried creating a fresh new CSS file and rewriting the code, but unfortunately, the same problem persists.

Is it possible that your CSS file is encoded in UTF-16, while your HTML document is in ISO-8859-1/UTF-8, or vice versa? This issue has been discussed multiple times on SO, and this seems to be the common solution.
