Creating a personalized stepper component (using custom icons) using HTML

Seeking guidance on how to achieve a design similar to the image below using HTML and CSS. After conducting extensive research, I have not been able to find a suitable solution.

I attempted to modify this answer to fit my requirements, but it did not produce the desired outcome.

My goal is to create a component like the one shown in the attached image, where I can input an array of steps (for each row) as icons for display.

I am currently working with Angular 11.

For those working with Angular, one helpful approach is to utilize the Angular material css framework and incorporate mat-horizontal-stepper

Each step can be customized by adding icons and adjusting the css using ng-deep
