Border Gap Issue in Internet Explorer

There seems to be an issue with borders in Internet Explorer, as shown here. When opening this page in IE 9, you may notice artifacts appearing around the left corners of the Welcome box. These artifacts seem to move when hovering over them.

If I switch to an earlier Document Mode, the rounded corners are removed and the problem becomes more evident. There are clear gaps on the top and bottom borders at the left corners.

I have tried removing all styles except for the border itself using F12 tools, but the gaps persist. What could be causing this issue?

Just so you know, the website uses Twitter Bootstrap. Disabling JavaScript does not fix the gaps either.

To address the issue in IE, I decided to eliminate rounded corners from my design. This is the approach I took:

Implemented across all pages:

<!--[if IE]><html class="ie"><![endif]-->
<!--[if !IE]><!--><html class="not-ie"><!--<![endif]-->

In the CSS file:

.ie * {
  border-radius: 0 !important;
}

While not an ideal solution, this temporary fix serves its purpose for now.
