Bootstrap 4: Navigation Bar Displays Collapsed State Only

I'm using a Bootstrap 4 navbar design inspired by the examples in the official documentation:

The issue I am facing is that the links collapse into the toggle button instead of expanding when viewing on larger screens. Here are the static file imports I have included:

What could be causing the navbar to not expand and show the link text properly on full-screen windows?
