What steps should be followed to construct a window identical to the one depicted in the attached image using HTML and CSS?

One way I like to achieve this effect is by utilizing box shadows and border radii:

border-radius: 8px;
box-shadow: 0 0 10px 5px rgba(0, 0, 0, 0.7);
