What is the proper way to reference a background image in CSS?

As I work on designing my webpage, I am looking to add a Blur filter to the body background-image. To achieve this, is it possible to reference the background-image property?

To create a visually appealing layout, it is recommended to utilize two separate div elements - one for the background image and another for the content you wish to display.

Both divs are positioned using position: fixed with properties such as left: 0; right: 0;. The distinctive appearance of each div is achieved by assigning different values to their z-index.
