What is the most effective way to incorporate animated hyperlinks?

I've been grappling with a webpage I'm designing, featuring sentences acting as links arranged in inline-block format. My goal is to create an animated effect that resembles twinkling stars, pausing the animation on hover.

It feels like I'm in over my head with this task since nothing I attempt seems to quite hit the mark. One crucial aspect many solutions overlook is the desire for each sentence (or star) to have a unique speed and delay in its animation, instead of all pulsating as one monotonous block of text.

Have you thought about trying a specific approach or method for this task? In my opinion, creating sparkling gifs and using them as backgrounds could be the simplest way to achieve your desired effect. By utilizing the :hover property in your CSS style sheet, you can easily change the background when needed.

I don't mean to criticize your idea, but as a user, I believe that constant animation like that might become annoying over time. While it may seem 'cool' initially, it has the potential to quickly turn into an irritant. (Speaking from personal experience with a similar animation/effect.)
