The CSS styling for changing the background-color and color of list items (li) is

Trying to customize the background-color and color of li, but despite inspecting it, the changes are not reflecting on the page.

Does anyone know why this is happening and how to fix it?

The li element is devoid of content except for an a link that appears to be customized with a unique color.
