I'm curious if it's possible to achieve something similar using CSS and how can I do it?

HTML:

<h2 id="hi">Hello!!! :) </h2>
<h3 id="bye">Bye!! :( </h3>

CSS:

#hi:hover {
     #bye {
          color: green;
     }
}
