Is it possible to create a popup that covers the entire browser window, including the search bar and other windows besides just the webpage area, for a very large interactive element?

Take a look here for accessing full screen mode (which also covers the status bar of windows) on Chrome and other modern browsers:

The user must initiate a click event or another interaction in order to enable full screen mode.

Here is a functioning example:

Option 2
If you want to create a shortcut to the current URL, eliminating the need for a status bar or other tabs, follow these steps for Chrome users: Navigate to nav -> extra -> create shortcut. Save it to your desktop and open it. This will display your website in full screen, ideal for creating a stand-alone application experience for customers.
