I'm struggling to find the right way to phrase my question, but I have a website example to help illustrate what I'm asking about.

Upon resizing the browser window, only the margins of the website adjust and not the divs inside it. Is there a CSS solution for achieving this effect, or would I need to use JavaScript? Appreciate any guidance on this. Thank you.
