Dynamic backdrop featuring engaging content

I am currently working on a WordPress website that features a dynamic background. While I have successfully implemented movement to the background, the content on the site remains static and unaffected by scrolling. The background does not move alongside the scrollbar and content.

My main query is whether there is a method to attach content to the background on my website, similar to how it is done on the Chanel website here:

No background required. Instead, design a background div using absolute positioning, overflow: hidden, and customize it according to your requirements. Design a dive for the content with fixed positioning. Animate the background div's position by utilizing CSS transitions triggered by scrolling movements.
