Is there a way to customize the HTML title attribute using CSS, as shown in the example above?

I attempted to apply inline CSS to it, but it didn't have any effect.

A [title]:hover::after rule is necessary for this situation. Here's an example:

h2[title]:hover::after {
  content: attr(title);
  position: absolute;
  color: red;
  top: 200;
  left: 200;
