Adjusting the view to focus solely on the visible portion of the webpage

Is there a way to achieve zooming in and out on a website similar to how it works on the site ? I want only the visible area to zoom in or out when users interact with their browser. I searched online for a solution but couldn't find one. Any suggestions on how to accomplish this?
