Achieving a background scrollbar for elements: A guide

I have a list with random sorting, set to a specific width and height.

What I want to achieve is when I click on an item in the list, it overflows beyond the scrollbar without activating the item itself.

Here's an example of how the normal scrollbar looks like:

Item 7 | |

This is what I envision after clicking on the 3rd item:

Item 7 | |
Item 8 | |
Item 9 | |

The scrollbar appears behind the 3rd item, allowing me to move it. For example, moving down would create this new layout:
